Phonescoop is reporting that the Symbian Foundation has announced that Symabian^3 is now “functionally complete”.  This announcement means that while not “feature complete” ie, the final version, it has reached a level that is important to developers and hardware manufacturers.  The software will continue to be revised and is expected to be ready for release later in the year.
