Friday was more than just the last business day of the month, it was also the day the iPhone 4 went on sale in 17 more countries. The countries (ranging from North America to Europe to Asia) included our neighbors Canada and Mexico.
Those in Canada were given the ability to either purchase from a carrier, or through an Apple store. If through a carrier, the phone would come locked. At an Apple store, it came unlocked. In fact, it appears the phone itself sold at the carrier stores is not locked until the carrier activates it, and signs you up for your contract.
In Mexico users are able to purchase directly from their local carrier, which will definitely come locked. However, they also will allow ordering via the Online Apple Store to get a unit unlocked. Pricing for the the phone and plans varies, as carriers such as Bell offers a 6GB data plan plus an iPad data tethering add-on for $10 cheaper than Rogers.
